Tarot Triumphs: We do not know if it was only the aristocracy who possessed the first Tarot packs, or whether these fine art cards produced for wealthy patrons were based on other images already in popular circulation. Cheaper woodblock prints of the four-suit playing card deck were certainly on sale earlier, in the late 1300s, and laws passed at the time show how popular these were, as the legislation attempted to halt the rise of card-playing mania among the lower classes.7 The main spread of Tarot decks to the general population almost certainly came later, in the early seventeenth century, when popular versions began to sell in the thousands. These were usually produced complete with the four suits in packs of seventy-eight cards. (The suits in Tarot have fourteen cards, not thirteen as most modern playing cards do.) By this time the printing press had become established, although most Tarot packs were produced as woodblock prints that were hand-colored. The painting was sometimes very crude, but nevertheless they were vigorous and lively. Even then, the production of playing cards was often governed by legal restrictions and taxation, so Tarot cards could not always be as widely distributed as their makers wished.
